Who Qualifies For Rebates?

Rebates are available to 3CE residential customers who are replacing existing fossil-fuel or wood-burning appliances with heat-pump alternatives, or who are replacing an eligible cooktop/range with an induction model. 

Applications for installations between August 1, 2026 and September 30, 2027 must be submitted by September 30, 2027. Applications will be processed for the program design and under the terms and conditions that are relevant at the time of application submission.  

Applications are processed in the order they are received and are subject to available funding. 3CE reserves the right to change program design, including eligibility and rebates, at any time. Please read the program Terms and Conditions for full details.  

Appliance Eligibility

APPLIANCE	UNIT REQUIREMENTS
Heat-Pump Water Heaters (HPWH)	Single Family HPWH: Qualifying units must use heat-pump technology as the primary heat source, be fully electric, and must be ENERGY STAR® certified Central Multifamily HPWH: Qualifying units must use heat-pump technology as the primary heat source, be fully electric, and must be included in Northwest Energy Efficiency Alliance (NEEA) Commercial HPWH Qualified Products List OR have a coefficient of performance (COP) of 2.5 or greater. No restriction based on capacity, efficiency, tank size, or configuration (unitary/split) Heat-pump unit must replace a natural gas or propane appliance One rebate per HPWH unit. Limit one HPWH rebate per electric account per fiscal year Can be paired with the “Pre-Wiring” rebate Proof of permitting required
Heat-Pump Heating, Ventilation and Air Conditioning (HP HVAC)	Qualifying units must use heat-pump technology as the primary heat source, be fully electric, and dual-stage or variable-speed compressors. Qualifying units must either be ENERGY STAR certified OR meet the efficiency standards used by ENERGY STAR, indicated below: Split System (ducted and non-ducted) SEER2: >15.2 HSPF2: >7.8 Single or Combined Systems (very rare) SEER2: >15.2 HSPF2: >9.2 No restrictions based on capacity or configuration (ducted/ductless, unitary/split, etc) Dual-fuel systems with gas backup do not qualify Heat-pump unit must replace a non-electric appliance (natural gas, propane, wood, etc.) One rebate per outdoor unit. What to Expect:

• Please ensure that the “Applicant Name” is the name of the 3CE customer that completed their home electrification project.
• You will be asked to enter information and upload documents related to yourself and your appliance purchase(s). Before applying, please check the Document Checklist to get all of the required information ready.
• After you submit, you will receive an email confirmation that 3CE has received your application. All further communication will come from programs@3ce.org
• Please allow up to 60 days for 3CE to review your application.

You’re almost there! To submit your application, we need to verify that you understand and agree to the program’s Terms & Conditions.

Definitions:

APPLICANT – references the 3CE homeowner, property owner, and/or lawful residential tenant, residing in the 3CE service territory, who is applying for the EYH program.

CONTRACTOR – references the individual and/or company completing the installation of appliance(s) and invoicing the APPLICANT

If the APPLICANT’s CONTRACTOR is submitting the application on the APPLICANT’s behalf and/or serving as the rebate recipient, the CONTRACTOR certifies APPLICANT understands and has approved all of the terms and conditions.

By submitting this application, APPLICANT agrees to the following terms and conditions:

1. APPLICANT agrees to follow and be contractually bound by all terms and conditions herein.
2. APPLICANT must be a 3CE residential customer residing at an address within 3CE’s service territory. Appliance(s) must be installed at a 3CE service address within 3CE’s service territory.
3. APPLICANT agrees to release, indemnify, defend, and hold harmless 3CE and its officers, agents, employees, or representatives from all claims, demands, losses, expenses, and liabilities, including attorney’s fees and expenses and all court costs, resulting from, arising out of, or in any way directly connected with connection with the APPLICANT’s participation in the Program, an APPLICANT’s receipt of the rebate, failure to receive a rebate, any taxes associated therewith. 3CE shall not be liable to the other for incidental, special, punitive, or consequential damages.
4. Submittal of this Application does not commit 3CE to any financial obligation to any APPLICANT. 3CE will only commit to award funds to the APPLICANT upon written confirmation that all program eligibility conditions are met and all required documents and information pertaining to this Application have been provided to 3CE. The Program is on a first-come, first served basis until funding is depleted.
5. 3CE reserves the right to discontinue the Program at any time for any or no reason and remove all available, non-reserved funds.
6. 3CE reserves the right to change the program’s design, eligibility, rebates, requirements and/or due dates as may be necessary.
7. 3CE reserves the right to consider factors other than those specified within this Application and to request additional information from APPLICANT that are pertinent to the Program.
8. 3CE reserves the right to reject any or all applications received in relation to the Program.
9. 3CE does not issue an IRS 1099-MISC for the rebate and 3CE cannot offer tax advice of any kind. It is the APPLICANT’S responsibility to contact a tax professional regarding the taxability of the provided rebate.
10. APPLICANT agrees to remain enrolled as a 3CE customer for a minimum of 24-consecutive months following customer’s receipt of the incentive. Applicant understands the rebate may be revoked if Applicant unenrolls the utility account in 3CE service before 24 consecutive months.
11. APPLICANT confirms that the incentivized appliance(s) is/are for residential use only. APPLICANT shall not utilize the rebate program on a repetitive basis for monetary gain.
12. APPLICANT certifies that the installed appliance(s) were purchased new and unused. Appliances categorized as resale units, rebuilt, refurbished, or worn do not qualify under this program. APPLICANT must present proof of purchase, and any other requested documentation to 3CE in order to qualify. Appliance(s) must be installed and utilized residentially in accordance with eligibility guidelines stated on the website at time of application submission. 3CE makes no warranty whatsoever about the installed appliances.
13. APPLICANT certifies that they have obtained all necessary local permits and installed all appliances by a state-licensed contractor.
14. APPLICANT certifies the following: I verify the appliance(s) work(s), and know how to operate it and maintain it in a safe and reliable manner. I agree to follow the Manufacturer’s operational instructions, specifications, obtain any requisite permits, consents and comply with relevant laws, regulations, and building codes and standards required to operate and install the appliance(s).
15. APPLICANT certifies that APPLICANT has disclosed to 3CE any additional funding anticipated or received to fund appliance(s)’ purchase and installation. Eligible costs for incentive consideration are posted on 3CE’s website and may be subject to change. APPLICANT understands that the final rebate amount issued can be up to but not exceeding 100% eligible project costs, minus any current or prospective financial incentives or rebates from additional funding sources (“Net Eligible Cost”).
16. APPLICANT understandsthat by participating in the program, 3CE may publicly share aggregate data about the program which will include APPLICANT’s project, rebate, and/or installation contractor. 3CE will not release the APPLICANT’s personal and/or identifiable information without APPLICANT’s written consent.
17. By participating in this program, APPLICANT agrees and understands that 3CE may publicly share APPLICANT’s installation photo(s). 3CE will remove any personally identifiable information before sharing photos, unless otherwise provided permission by APPLICANT. 3CE will not release the APPLICANT’s personal and/or identifiable information without APPLICANT’s written consent.
18. Any dispute arising out of or relating to these Terms shall be governed by and construed under the laws of the State of California, without reference to its conflicts of law provisions. Any dispute, or claim arising out of relating to this Agreement, or breach thereof shall be venued in Monterey County.
19. APPLICANT authorizes the release of information related to the contents and status of the APPLICANT’s rebate application with the CONTRACTOR listed in the application. Data may include name of applicant, rebate amount, and application status. If APPLICANT wishes to revoke authorization, APPLICANT must contact 3CE with written instructions to revoke access.
20. These terms may be modified at any time in accordance with any legal or regulatory directive.
21. APPLICANT certifies that all information provided as part of this Application, including any attachments, are true and correct.
