Net Billing Tariff
The California Public Utilities Commission (CPUC) in December 2022 decided that the Net Billing Tariff would succeed NEM 1.0 and NEM 2.0.
All customers who submitted an interconnection after April 15, 2023, will be on the Net Billing Tariff. Other legacy NEM accounts will move over after their grandfathering period ends.

When will 3CE know how the Net Billing Tariff will be structured?
- 3CE’s boards reviewed the Net Billing Tariff in February 2024
- The Net Billing Tariff will likely be implemented in June 2024
Will 3CE’s Net Billing Tariff Mirror the IOUs?
- CCAs have their own jurisdictional authority over rate setting procedures.
- For this reason, 3CE’s Net Billing Tariff may or may not mirror that of the investor-owned utility.
What is NEM 1.0’s grandfather period?
- Customers on NEM 1.0 have 20 years from the time their interconnection agreement was approved to remain on NEM 1.0.
- Once your grandfather period on NEM 1.0 ends, your account will move directly to the Net Billing Tariff (once it is available).
What is NEM 2.0’s grandfather period?
- Customers on NEM 2.0 have 20 years from the time their interconnection agreement was approved to be on NEM 2.0.
- Once your grandfather period on NEM 2.0 ends, your account will move directly to the Net Billing Tariff (once it is available).
- Accounts who have already moved from NEM 1.0 to NEM 2.0 will transition to the Net Billing Tariff once it is available. A new grandfathering period did not begin for these accounts.
