EV Launchpad Technical Assistance Program

Overview

3CE is committed to helping customers achieve their transportation electrification goals. EV Launchpad is a no-cost technical assistance program designed to help 3CE non-residential customers plan for fleet electrification and EV charging infrastructure. 

Customers can receive the following services, depending on goals and needs: 

• Fleet transition support 

• Charging infrastructure planning 

• Engineering and site designs  

• EV and EVSE procurement recommendations 

• Funding and financing guidance 

Customers can also combine EV Launchpad technical assistance with 3CE incentive programs to reduce vehicle and charger purchase and installation costs.

Who is Eligible?

All 3CE non-residential customers with an account in good standing are eligible to apply for EV Launchpad Technical Assistance. Per fiscal year (which runs Oct. 1 – Sept. 30), applicants are eligible for the following services: 

Plan Type	Services
Lightning Fleet Replacement Plan	A comprehensive 10-year fleet electrification roadmap that provides a strategic path for fleet transition. The plan may include a fleet inventory analysis, ACF compliance considerations, identification of available funding opportunities, and vehicle-by-vehicle replacement recommendations.
Spark Fleet Replacement Plan	A focused fleet electrification roadmap that identifies which vehicles are best suited for replacement, when replacements should occur, and the estimated costs associated with transitioning the fleet.
Charging Infrastructure Plan	A detailed multi-site evaluation of charging infrastructure needs for fleet vehicles, mixed-use, or public charging. The plan may include load analysis, site suitability assessments, project cost estimates, and recommendations for prioritizing project sites.
Site Selection Assessment	A general assessment of one to two potential charging sites that may include electrical load considerations, ADA accessibility requirements, site layout constraints, charger options, and preliminary cost estimates
Engineering and Site Plan	For one selected site, construction-ready engineering and site design documents that provide the technical specifications, layouts, and electrical diagrams needed for permitting, bidding, and installation of EV charging infrastructure
